The operator of the Jakarta-Bandung High-Speed Rail (HSR), known as Whoosh, has clarified its lack of involvement in a procurement tender that is currently under investigation for suspected collusion. T Kereta Cepat Indonesia-China (KCIC) stated in a recent announcement that it played no role in the processes related to the transportation of imported electric multiple unit (EMU) trains from Tanjung Priok Port to the Tegalluar HSR depot in Bandung, West Java. KCIC’s corporate secretary, Eva Chairunisa, emphasized, “KCIC is not involved in the procurement process for the transportation service provider, and KCIC respects the process carried out by the KPPU regarding the investigation.”
The investigation, led by the Business Competition Supervisory Commission (KPPU), raised concerns about potential collusion among companies competing in the tender for logistics services related to the Whoosh HSR. The KPPU suspects that PT CRRC Sifang Indonesia, which was responsible for the tender committee, may have orchestrated the process to favor PT Anugerah Logistik Prestasindo as the winning bidder for this project. According to Eva Chairunisa, the logistics operations took place between September 2022 and June 2023, aligned with the arrival schedule of 12 EMU trains delivered in multiple shipments to the Tegalluar depot.
